Really good article Dan. There is no magic wand that can fix this in the short term is there. The decades of underfunding and poor retention of midwives and nurses will take years to recover from.
Everybody staffing a maternity unit should start with the very obvious fact that in spite of improvements in Obstetrics and Public Health, birth is still a terribly dangerous business for both mothers and babies. And take it from there.
