On the face of it the regional mayor seemed to have a huge budget combined with limited powers to do anything with it, but looking at the Renewal Action Plan it seems that the bulk of the budget (approx £300m) is allocated to supporting individuals to re-engage with the labour market.

Can anyone clarify, is the £358m budget separate from the budgets of the four councils Sheffield/Doncaster/Rotherham/ Barnsley?
